THE ROMANIAN PROGRAM IS AT A STANDSTILL BECAUSE OF THE NEW LAWS IMPLEMENTED IN JANUARY 2005. Unfortunately, UAC like so many agencies in the US, France and Italy, have cases in the pipeline. It is sad to think how the children are deprived of the love and nurturing they could have from their adoptive parents. Update: Under present Romanian laws, only Romanian grandparents can adopt while several hundred pipeline cases still remain at a stand-off.

You MUST consider timeframes throughout the entire adoption process may not be to your liking -- however, patience and trust in your primary agency will help your emotional state a great deal. Keeping busy will keep you from becoming frustrated.

It is important to remember that the process of adoption in foreign countries can be complex, unpredictable, subject to change in procedure, and availability of adopted children may also change with limited, if any advance notice. It is also important to follow the rules and regulations of your agency, Bureau Citizenship and Immigration Service (BCIS) of Homeland Security (formerly INS--US Immigration Service) laws as well as the laws of the country you plan to adopt a child from. Let no one tell you otherwise.
